About the Contracts for Excellence Program

The Contracts for Excellence (C4E) Program was established in 2007 to provide additional accountability for increased State Aid for low performing school districts.

C4E is a comprehensive approach to targeting fiscal resources to specific allowable programs proven to raise the achievement of the students with he greatest educational need. Districts required to enter a contract must document the schools, programs, and student subgroups to be targeted for funding, along with specific, achievable performance improvements that will result. This web site gives guidance to participating C4E districts and provides the public with information on school-level allocations of Foundation Aid subject to C4E restrictions

The Contract for Excellence provides funding for programs in five categories:

  • class size reduction
  • programs that increase student time on task
  • teacher and principal quality initiatives
  • middle-level and high school restructuring
  • full day kindergarten or pre-k

The Schenectady City School District submitted a contract to the state in 2007 - 2008 which included the following major initiatives which be maintained in 2009-2010:

  • The Fulton Early Childhood Education Center
    (opened in 2007-2008)
  • Increased staff in the three middle schools
  • Reduced class sizes in grade six
  • Additional remedial ELA and math teachers to all three middle schools
  • Instructional coaches and mentors in each elementary school
  • Extended day programs in all schools
  • Technology-based alternative learning program
